Nobody has been banned for being overseas.
There is no IP block, not even the supposed "Canada IP block"
The Japanese players who dislike foreigners know that Americans are susceptible to fearmongering (as it is shoved down our throats every day by our newscasters) and are using it against us.
So, basically, it's business as usual. Continue to log in and play as usual.
Do avoid being obnoxious or vulgar in public chat, though. Don't make yourself a target. Just play the game and you should be fine.
