Digimon Shotacon and Lolicon

As I roam across Fur Affinity looking at the various forms of porn, I sometimes come across something that makes question its existence on the site considering the stiff rules on the matter: Shotacon and Lolicon of Digimon.
For any people out there confused by the terms, Shotacon and Lolicon are forms of adult material, mainly from Japan, that depict boys and girls in an erotic manner. Here in the US, these terms are used to refer to adult manga and Doujin with underage boys and girls; while back in my home country the terms are a little more wider and include photos and videos. By fandom standards, Shotacon and Lolicon both fall under the category of Cub Porn. These according to the site rules are banned material.
However, from looking at many pictures displaying it, Digimon seemed to be exempt from this rule; with the argument stating that Digimon do not have a set biological chart and do not age. As a Digimon fan myself, I believe this concept is mainly a western view given that Digimon evolutionary stages are given different names in the US and most western countries. In the show Digimon, the Digimon that are shown with their human tamers are for the most part shown in what is known as their Rookie stage; with the exception of Gatomon whom is mostly in her Champion stage the majority of the time. However the words "Rookie" and "Champion" are coined American terms for these stages. In Japan, these Digimon are in their Seichouki stage of their evolution, which has the literal translation of "child" in Japanese. Their next stage up is called Seijukuki, which translates to "Adult".
As for the argument that Digimon do not age, this is untrue. On their own, Digimon do age and mature over time. However the process is relatively slow, with few Digimon ever reaching their final stage of evolution; however this can be sped up during intense flight or fight situations as a means of survival. This process can be manipulated however with the use of Digivices by human tamers, but the number of Digimon with tamers in the Digital World are small in number- roughly below 20% by best guess.
Given these statements, shouldn't porn of Digimon like Gabuman, Agumon; and Veemon be labeled as cub, and therefore be banned from the site? It would make relatively good sense in my honest opinion...

Agumon can digivolve into Greymon or Wargreymon, depending... but then can be devolve back into an Agumon after. At what point is the species an age or merely a state of being?
Same issue for Pokemon, too... although Pokemon generally don't devolve, they don't have to evolve into higher states of being. Their tamers can prevent that.
It's something we've been discussing behind the scenes, and we've not got a solid answer on it. There are too many technicalities of what is a species, what isn't, what's a temporary state, what's a permanent.
