Due to something happened yesterday, I think I should write down some conditions about my works:
You may not use any of my art works(trade & requests & commissions) for commercial purposes.
You may not alter, transform, or build upon any of my art works
Any of the above conditions can be waived if you get permission from me.

Those conditions are to be taken as a given, I think. The people who violate them don't read journals :P

Simple matter of copyright. Asking an artist to surrender copyright on their works generally requires payment of (significantly) more money. The ignorance of even basic IP law is a bit disconcerting, however.
