A while ago, there was an argument about which FF villain was more evil. Most fanboys will say Sephiroth is pure evil, others say Kefka's laugh will make you want to play through the game just so you can kill him. I'm quite partial to "Krazy Cu Chaspel" from Ring of Fates, but these can fall into bias and speculation.

So, in the interest of making a quantifiable argument of who's the 'Baddest of the Bad', I submit to you the 'Evil Puppy Test". Here is how it works:It's a scenario test, based on character traits, motives, and abilities. Basically, you have to question how easily/willing a villain would kill a puppy and why. It half-supports my view on Cu being one of the better examples, so it may have a bias, but oh well.

First, you have Sephiroth. Sephi isn't evil, he just has a cause to carry out, if it is a bit demented. Should he encounter a puppy, would he kill it? Not likely at all. The puppy isn't in the way, and has nothing to do with his goals. He would more likely ignore it.

Next, Kefka,
Kefka, however, has evil motives. Should he encounter one, he -would- kill it. His motives would either be simply because he is able, or because he felt like it on a whim.

And finally, Chaspy,
Now, he's another likely candidate, but his methods are different. He's the classic psychotic/martyr type. He's more than likely to do such a thing with little or no provocation, simply because he wants to hear it scream, or so forth.

I want to put others on this at some point, so please, reply to this and argue who the worst is. Doesn't have to be FF. Hell, it can even be your own. Even you!!!*
