You mean one that, (largely), works, isn't bloated, doesn't need to constantly chat with the server, and isn't full of annoying things that pop up if you move your mouse over the wrong spots?
The things in that list are all things that I find show up _constantly_ any time a site has rolled out a "new 'improved'" interface over the past few years. For instance, lately almost every site seems to have this need to tell me _instantly_ about new comments/responses, sometimes doing so in a way that causes what I'm reading to be scrolled right off the screen. Then there is this love affair with 'infinite scroll', which is fine so long as you never need to dig up something that isn't right near the top.
Do you have a real issue with the interface other than "it hasn't been changed for no good reason"? or perhaps an example of something you think is a "good, modern" interface?
When they come out with the community tagging options they were talking about over 5 years ago most likely. But Fa works fine on my android phone if I ever want an awkward boner in public.
It's impossible to figure out all the details of a project like this without actually starting to work on it. What is the marginal benefit of floating ideas around for one more week before beginning to write the template, or searching for a mobile web dev, or whatever step 1 of the project is?
Yeah, I'd say that's what makes commenting on the desktop version awkward too. My only suggestion is to look at what other websites do and see if there's a method that looks appealing enough to replicate.

but on a computer i'm still caught zooming in.
