Say goodbye to 5.45x39mm? (Late news)

So if you have been following gun news lately, you may notice that the ATF banned importation of 5.45x39mm. The reason for this is because of the surplus ammo's steel core. The ATF ruled this as armor piercing ammo. However, by ATF standards, it does not meet that to be AP ammo. What boggles me even more is the fact that a lot of surplus ammo is steel cored. So why did they just target 5.45x39? It is not as popular as, say 7.62x39, but they left that alone. Why?
The ATF logic sometimes perplexes me.
I do not know what will be the fate of 5.45.
Sure there are manufacturers makin it, but surplus ammo is cheap and provides a bug portion of the ammo market.
