well I didn't make this clear, but its actually 2 different people. I thought my second time trying to get a suit would be different, not really.

well then both people really suck and you should do an artist beware. letting other know of your issue will help. you should tell those people that if you don't get everything you asked for you can sue them.

just say hey this is what i thought i commissioned and i got this instead. and add details with pics and links and whatever you can to prove your side. also if you have all the artists info post that, do a shout out to them letting them know your very unhappy with the service. if there was supposed deadlines add that too. Say that if anyone else doesn't sue them then your thinking about it. (that usually gets an artists attention) Explain what all is wrong and rant.
For the body suit you should wait the allotted time for delivery, then if it never shows up say in 2 weeks or less depending on where its coming from, let them know.
Its more than ok to be upset with a commission that failed if there are actual reasons, but list them and have proof of the problems or nothing will hold up.

yeah I looked up both of the people I commissioned and found nothing, I guess I should post something to prevent other people from dealing with this

if ur only 14 then ur too young to enter a contract, SO, technically you are skrewed
