Yes.. OBS is quite easy to use.. sometimes has minor problems but well worth it.

OBS is Open Broadcast Software. Pretty much a free streaming and screen capture program. FMLE is Flash Media Live Encoder. Much like OBS but not as open or as good, in my opinion anyway.

Depends on your internet speeds and bandwidth, but yes pretty close. Most places like Twitch, Hitbox, and Picarto have a buffer of time between when it happens and when it is show on screen. Mostly to help fix lag or latency issues.
