Adventure in Steampunkland

I'm going to talk a bit about an idea I've been toying with lately that I can take down a few paths.
This undeveloped project would be set in a steampunk world with humans, not furries, as the primary race. It would be a post-fall sort of thing after humanity has pulled itself back up with a reason why the digital age is dead and can not be brought about again.
Right now I'm still working on setting notes and beginning to iron out story/character details. Presently, I'm trying to decide if I want to push this as a mass CYOA sort of thing, like *THIS*, and have a site for it or start it as a tumblr page and see where it goes from there. I've also been pushing hard the last few days because I want to approach someone that knows how to program and might be able to work out details for a game out of this. As a game it would be kind of complex to make and would combine certain elements I've loved from games like 'Thousand Arms'.
The start of it all would be two clockwork dolls. The story would follow one of them, primarily, and would go down some very different paths depending on which girl it would be. AI self awareness/actualization and emotional development would be key for story. As a game it would be like an Otome story type RPG(possible strategy elements). Mention of the game in the last paragraph gives some details on proposed game elements as well. It would be a multiple ending sort of game.
I'm seriously wondering if I should try this as a CYOA while I keep ironing details out.
As a game I think it could really make money, but would make for tons of code work. An area I've only got the most rudimentary experience. It's been several years since the last time I made any sort of game graphics as well.
Any thoughts would be appreciated. I'm planning on pitching this to some long time friends soon to see what they think and would love to have more thoughts from outside our group to share.
