$10,000 - $20,000 planned for part-time programmer

If you have been following my Twitter, I have been posting small previews of some blender stuff I have been finishing over the last few weeks. These characters, models and animations are for a clean, 3D Fire Emblem style game I would like to develop next year, after the completion of our current projects.
Due to the surprising success we've had with modelling and animation so far, It might be a good idea to get an early start on programming, as it has always been our biggest hurdles for game development. We have very talented programmers behind the helm of Amorous/BBS. However, their free-time is limited to the occasional weekend due to full-time employment obligations. While Patreon is a godsend to make these games a reality, it is too unreliable to allow one of these guys to reduce their hours from their real jobs to work on it in any serious capacity. The average programmer earns 60-80k a year, whereas we can only provide $9k a year based on our current funding. We have two programmers in an attempt to alleviate the bottleneck, splitting that income to $4.5k per person.
We are finally in a position where we can start updating Amorous again, however I would like more active development for our 3D game when the time arises. This is why I have considered funding the game with Kickstarter over Patreon. We would be able to provide evidence of hard numbers upfront, and provide our programmer piece in mind that they will receive a stable income so long as they can keep up with our demands.
A 30k total budget would allow 10k for programming. Any additional funding, such as receiving 60k would allow us to double that. I would like to keep expectations low however, as there is no guarantee of excess funding (Or getting funded at all, for that matter. However I'm optimistic based on our past numbers).
If you are interested in this opportunity, please note me after reading the following criteria:
• Evidence of past experience/Portfolio
We will be creating a turn-based engine from the ground up. Anticipate inventory systems, stat progression, attack percentiles, modifiers, tile-based movement, dialogue etc. It is crucial potential programmers have ample examples of meeting this demand based on previous experience.
• Ample free-time
We need to be able to realistically assign hours per week to the game. Due to this, we are looking for those that are either part-time or those that can survive financially receiving $850 - $1650 a month (10k-20k).
• Willing to get the game to a demo-state before starting our fund-raiser
I am a strong believer that asking for money before providing a tangible, playable example of your game/product is a terrible practice. This is why we have never created a donation option until an early beta is released. We are happy to write some legalese entitling you to your hours once funding is received. However, all staff must be prepared that meeting our minimum milestone is not a guarantee, we may not get funded.
• Familiarity with Unity or able to quickly adapt
Due to my own past experience, Unity is platform I've grown familiar with, and have various assets invested that may aid in the production of the game (Such as re-using our custom dialogue system, Unity store assets and it's compatibility with Spine/Blender). While it is possible to develop in another engine, my personal preferences lean towards Unity if possible.

In all seriousness though would you have to live in the US for this? I have a friend who might be interested in this (I'm not guaranteeing though) however we live in the UK.
It all funnels down to the same 1's and 0's
I've worked on some stuff in Unreal 4, but the jump to Unity shouldn't be a problem. I've done a few things in C and C++ (The most recent being my own first true "game engine" which was a C++ raycaster using SDL that had some interesting features such as quests, inventory system, mission system etc.). I also have a good few years of experience in the industry, though not strictly programming (Quality Assurance, so some programming on and off to build tools to check, monitor game stats etc).
I could use a stable job, but there are far better people like you with better resumes and history. I have little experience in a ton of categories, I dabble too much which lets me understand and able to work in and with anything, but serious work some of the advanced mechanics are just untempered. :P
Sadly, after a horrible case of disillusionment, I've fallen horribly behind on my technical skills. My comp is outdated as well. If you can help me get/find reference materials and ways to play with it, I'd do my best to refresh my skill sets and make something to showcase them a bit.
