Gimp is all I've ever used for 99% of what I do, and it's great! SAI is the bandwagon, but not technically free >w>.
But look into them both I guess uwu.

I've used GIMP in the past, along with a pirated version of Photoshop. While I'm not looking to risk anything else, I know that GIMP from what I remember was fairly similar! I might just end up using both at first and see which I seem to like more. Really depends on, for me, the ease of use, features, etc.
