my bet is because they are not furry hot foxes and tigers :3c and probably require actual imagination in design and animation (I haven't seen the movie yet and am not interested, everything I know about it is from FA)

maybe it wouldvt cost too much to design them all and it wouldve been for more or less no point if the main character couldnt go there. do be aware the police force had a "mammal inclusion" act, so i expect that underwater is probably a seperate community entirely.

as far as avians ive got no clue unless they just forgot

maybe all them feathers were just too much to render?

high quality feather are hard to come by lol
