Is there a way to LOCK incomming transactions in paypal?

Just want to ask around, is there a way to lock the transactions in my paypal account, so that nobody can sent money INTO my paypal whithout my pre-confirm, only myself can sent out invoices?
Some furry is sending money without letting me know in advance, which is a volation of my TOS. And to refund those non-official transactions, I'll need to PAY EXTRA for thouse transactions. It is not much, but if this keeps happening, I'll be in big trouble.
I just want to know if there is a way to REFUSE all non-monitered transactions from random people/furries, in order to avoid trolls and frauds, etc.? If they can not sent money to me in the first step, it may avoid a lot of troubles.

It is really ridiculous that paypal charge me extra fee for refunding transactions.......

does anyone knows what exactly does this means? it looks a bit confusing... by checking this box, does it means no more random transactions comming in anymore? @w@

Mind you if I encountered an issue like this and they did charge fees, I'd have to consider that part of the cost of doing business (like counting sales tax and income tax and such) and if it was becoming a problem, I'd ask PayPal about it directly. But I have a very good relationship with them after 15 years.
it was suppose to be me sending out the invoice, instead of them sending money to me.
The first way of transaction provides some basic protection for the artists, while the second way has ZERO protection for us, since the customer can simply issue a dispute to get their money back within 60 days.
That's why I would never use the second way to accept commission monies. if you dig my previous journals, you'll know why....
if you lost that dispute case, you'll get another 10 bucks penality for that transaction.
if you refund that transaction, you'll lost some bucks as well.
paypal is a pain in the *ss.........
