Is there a way to anime a static pic?

Hi all~
Just want to ask around, is there a way to anime a static pic?
I saw some artist managed to convert a static pic into a .gif or flash file, making the characters in the pic moving. That seems fun and I want to try it too. But I have totally no idea how to do it or what software to use.
Could someone show me some tutorial, or at least give me some hint to begin with? Thanks! <:3

As somebody who does this every noun and then for fun, (including a commission you gave me), if you use layers already, it's pretty easy to do. For me it's harder considering no PSD was given, so I have to seperate and heal everything and hope to god it works.
(I also would not recommend using AI. Your art goes into the training dataset used and anything you even upload is part of a legally binded contract.
So, it's mostly layers, puppet pins placed in very key points, and keyframing. It was super hard for me to seperate everything for the one I did of me and Zabivaka, and keep the lining intact. And as a result of time issues it didn't come out that good as I didn't have any time to refine. However, I can definitely show you how to get started. Either in video, or in a call. It's a bit of work.

There's also this tool, Spine 2D, which requires a bit of setup. But, if you keep in mind every part you want animated needs to be on it's own layer. It works WELL.
