Paypal Issues again

wow who would've thunk
okay so, hah, i've talked about my issues before and unfortunately i'm hoping the first idiot I talked to was right and that in a few days my limit will either be lifted or increased. But now another issue has popped up
My debit card being declined for literally no reason. I have more than enough funds to pay for what I needed (which was a total of $3.46 mind you) and yet, card was declined. Okay. I called, and they basically were just like " ¯\_(ツ)_/¯ we'll look into it". Since their website is horribly outdated and the Resolution Center is useless, I checked the forums to see if there was any recent activity and BOW HOWDY apparently people have been having this issue for years? And a lot of them were like my situation, paying for something less than $10 and having money both in their PP balance as well as their back up balances and yet their cards STILL get declined.
Has anyone else has this issue lately?
According to people in the forums (a lot of these are recent, like 2-3 months ago recent) Paypal is trying to change how people can use their cards with no intent on informing people of these changes, or their changing the algorithm so basically that you NEVER EVER KNOW if your card is gonna work or not.
WHATEVER THE REASON, this is a fucking disaster and puts me in even more of a rough financial spot because now not only do I have to wait for them to deem me able to make and have access to my own damn money, but now I have to worry about them randomly just declining my card for no reason. I hate going out because oh man is my card gonna work? am I gonna be able to even get cash back to have cash set aside in case this happens? Am I gonna have to go to the store and then leave all my shit behind because Paypal can't figure out what they need to do (it ain't rocket science) to be a decent company???? SHRUGs
So yah if peeps have had issues lemme know. Also hey if you use Squarecash or Google Wallet for commissions i'd love to hear some feedback on using those! If paypal refuses to just Try then i'm gonna try switching over to those but it's hard since PP has been a huge part of artists/commissioners lives but I literally cannot afford this bullshit PP is dishing out ;;

And they're Just now making me do this so called Identity thing... and Im pretty sure ive done it before.
my solution was to make an entirely different account, but that had its own pains bc I had to use an email address that's different from my main one. (also a weird thing where i couldn't add money to the account that the support staff couldn't fix) it seems sorted out now but still so frustrating.
