Anybody out there computer savvy?

I believe I have a computer where restarting makes the computer unable to boot.
The computer posts, but is unable to load the OS. It will automatically restart itself and try again a few times and then eventually it will give me some options to try to troubleshoot, reinstall, etc.
The troubleshoot feature did not work and it suggested reinstalling windows. I thought I would just upgrade and buy an ssd and just do a clean install. So I bought an ssd and installed windows 10 pro.
Everything installs correctly and starts up. I shut down the pc and turn it on. It seems to be ok. I downloaded some windows updates and restart the computer. The computer does the same thing as the old hard drive did. It gets stuck at trying to load the OS. As a side note, the old hard drive is unplugged and removed, so I know it is not trying to boot that hard drive instead. I have tried reformatting the ssd and redoing the clean install on the ssd and restarting seems to make it unbootable.
Any Ideas? Thanks for reading. I can provide more info if needed.

Other side notes:
* Sometimes when the computer is turned on or restarted, the computer will turn on for a brief second. You can hear the fans start up and then it shuts off and everything stops. In 1-2 seconds, the computer tries to turn on again and it repeats this process. The only way I can fix this is if I press the clear cmos button or unplug the power supply for a few seconds and try again. This problem has never occurred until I experienced the boot loop.
* Using either AHCI or IDE mode has been unsuccessful for me.

If so, while in Safe Mode, hold down the shift key while clicking the "Restart" option from your Start menu. It should give you a few prompts, one of them I believe is the ability to run a startup repair. And the other is to "Reset Windows" which is intended to behave like format without completely going clean slate or destroying your personal files.
If you're unable to enter Safe Mode, I'd suggesting booting your Windows disc/USB depending on how you chose to install it and searching for similar options as it should be able to repair existing installations. Honestly it sounds to me like the boot record is misbehaving though I haven't seen that since Windows 7 so I'm not sure if it's even really possible with Windows 10, it's a fairly smart OS when it comes to detecting the Master Hard Disk (C:)
A very unlikely scenario could maybe be the battery on the motherboard since you suggest resetting the cmos gives you a temporary result. I'd assume that's an inexpensive fix if it is the case.

After the computer tries to boot itself several times, it goes into like the blue menu with troubleshooting/repair/reinstall. The troubleshooting comes with no solution and offers the solution of a repair/reinstall or going back to a previous instance. The repair fails. I have done the reinstall on the new ssd as I have mentioned on the OP. Going back to a previous instance loads, but it goes into the boot loop and we're effectively back at square one.
I think it is able to recognize where to boot from. I have reinstalled windows 10 using a usb for a fresh install on the new ssd as stated in the OP. It installs fine. The only problem is I get the same problem as I did on the old hard drive.

If you're capable of making a new bootdisc/USB loader then I'd recommend going onto the Windows site and seeing if you can find the most recent version.
2nd what Maimukai said about the CMOS battery. That could easily be the problem if it boots after you clear the CMOS!
I had the same issue with my very first comp when I was reallllly young (got the pc when I was 3, broke when I was 5-6 obviously I could have this similarity wrong and computer parts have vastly improved since then lmao ) so as far as I can remember, it was a similar if not exact same issue. What happened was the motherboard had bad caps, so if you know how to check if a cap is bad, then go over every single motherboard cap. If you don't know how to check obvious signs of cap failure, just look for a bulging or blown cylinder possibly leaking acid. If the motherboard seems okay to you, then, highly doubtful, the CPU may be failing. Verrrrry rare but anything can happen.
It's possible it's something else, but in my case it was a blown cap, with computers it could be anything lmao. Hope you get your PC fixed soon though!

But before anything else, is this a custom computer or a pre-made?
