I can color pieces but only offer cell shading, as I'm still working at getting better with all types of shading. It wouldn't cost very much to just do color and cell shading, but of course it depends on how detailed the picture is, but probably no more than $15-20 if it has a detailed background.
If you're looking for full shading BulkyBear's suggestions look pretty good!
