Try booting your compy from an external OS of some kind, and remove the file on your own.
Or just carry it to someone else's computer, connect, boot the other OS and scan from the outside.

Your system32 files are corrupt - these are the files that allow the 32 bit system to interface with its hardware correctly. The fact that this virus has infected that directory is unpleasant, but unsurprising - it's a big target for hackers, since it's hard to unroot. Your best bet is to get an OS Disk, and thoroughly format your hard-disk, after backing up your data. But, because of the nature of the virus, you will need to scan the backed up files carefully for the virus also.

Your Operating System is actually infected, therefore, the Operating System has to go.

I'd recommend using linux to delete the file but it's probably a rootkit. Your system files have been damaged, the only way to go is to reformat.
