Sorry to hear you're having a tough time with that stuff. I'd help if it were possible but that sort of fiddly stuff seems to get resolved with an annoying amount of dumb luck. I'm sure there's been times where I've scraped the entire internet looking for solutions and then it turned out a) I had the wrong idea from the start, or b) the problem resolved itself out of nowhere and I learned -nothing-.
Wacom's drivers frequently just up and go missing and it's been that way for a decade. :u

There are sites that archive old stuff like oldversion.com. Maybe that might help get you on the right track?
