as an aside,

joelasko does a good cartoony style though might not be explicitly what you're looking for. Also, chochi

chochi has done some good old school cartoon stuff. think old school MGM droopy dog stuff lol. Dunno how open chochi is for commissions, but know joe opens every so often.
