Gimp? Guess i'll give it a shot '3'

Gimp isn't bad; note that I have used it together with MS Paint. I did a drawing, for example, that had a big mouse setting a trap for a very small human. I wasn't so sure I could draw the tiny guy accurately so I did it as a separate drawing and then used Gimp's "lasso" tool to cut around him and paste him into the picture of the giant mouse--it came out well.

Gimp (avail from a simple web search) should do well for you in various ways and completely free
