I would possibly take the Bear-sized rat.
Provided conditions are ideal, a rat, even large, would not be built like a bear and would probably be far more vulnerable to, say, a frying pan to the head.

I feel like small creatures probably have a lot of strength for their size, so making them gigantic would be very dangerous. I'd take the mini-bears.

I'd probably pick the bear-sized rat, mainly because the Square-Cube law would mean that the rat would be weaker than it would normally be.

Well, I'm also thinking scientifically. The thing is, if a rat were the size of a bear, it might actually have trouble supporting its own weight if the proportions of the rat's body are the same as they would be if the rat were the size of, well, a rat.

That's the same reason that I wouldn't want to face off against 30 rat-sized bears. Because they would be proportionally stronger than they would be if they were bear-sized.

I think rat-sized bears would be like "nope" if you just made yourself look bigger (not that hard since they're rat sized xP )
A bear sized rattie....would be kinda cute but probably more dangerous. A little nip would be more like a huge CHOMP at that size ^^;;

In a way it's just a nice thought question. Theoretically each side, because if its implausibility, is supposed to be equal in nature and the question becomes more of how would you choose to solve the problem ~
