At least my problem right now is that I need to verify my identity and address or I won't be able to keep putting money into the account, which wouldn't be such a problem if it weren't for the fact that getting a public service bill with the address will take a time :T

Ah, I see. I've yet to encounter that problem, though when I pay for something with PayPal it's always either with a balance I already had on it from commissions or direct transfer. I've never actually PUT money on it from my account, since I find it's easier and faster to just treat it like a debit check-out. Which is admittedly rare since I may buy something online only three or four times a year.
