Computer Problem, PLEASE Help!

We really need some help right now with a pretty dumb issue that's been happening with our new PC, so if anyone has any suggestions of how to fix it...that would really mean a lot.
and I know absolutely nothing about computers, but decided to build our own for the first time. Surprisingly, we managed to do it and it works AMAZINGLY well...except for one issue. It won't shutdown. When we click on shutdown, it says it's shutting down like normal, and monitor will turn off normally....but the fans inside the tower will get VERY loud and the lights will stay on. It will stay like this too until it's turned off manually with the power supply switch. Starting up is completely fine, it's just with shutting down.
I'll also add that when its put into sleep mode, it also does the same thing, fans get VERY loud like when it's trying to shutdown.
Things we've tried so far:
-updating bios to current
-loading to default bios
-turning off windows fast setup

Overall though, it sounds like the problem is something software related that prevents the pc from shutting down and the fans going crazy are the result of the pc working to try and stop whatever is keeping it on.
The fans might be kicking up because windows isn't managing their speed anymore. (If they are managed by software drivers rather than the hardware)

Not 100% sure if it will apply to your motherboard but it might be worth checking to see if an option like this exists.
also, check event log for errors, might give a hint as to the cause.
I've heard of strange problems with modern Ryzen systems if you don't install the chipset drivers.
You can find them easily enough by Googling "b550 chipset drivers". Choose the ones from AMD directly.
* Also, try turning off ultra fast boot in your BIOS. This might be creating issues.
My system has done something like this when I command a restart, but I couldn't tell you how I solved it other than through routine updates and tinkering and fudging with it until it works.
I've seen this problem with a faulty power supply (as the folks in the below links have). I would suspect this is the problem, but the above and below are possible fixes that don't require hardware replacement.

The other thing I'd do is go over your bios settings with a fine toothed comb. I'm sure I recently read that some bios' have settings that will run the fans on full for a moderate period after shutdown to normalize the temperature of internal components vs the ambient temperature so that there is not an increase of humidity within the case after the pc is off. I cant find a link for that though... I'm sure it would be labeled something to do with climate or temperature in regards to the fans. And this would stop after a little while too. Maybe a minute or two I would guess.
I won't pretend that I know every manufacturer's BIOS settings or behavior, so your best bet is to contact the motherboard manufacturer in an e-mail to their support team, and ask them why it's doing it, and what you can do about it.
Try a full shut down. Little known fact, Windows 10 does not fully shut down the computer when you tell it to shut down. Hold down Shift while you select Shut Down, and keep holding it until it's off. When the monitor goes black, it's off.
If the fans and lights are still on after this, it's likely a faulty motherboard or bad BIOS settings. If it does fully shut down after this, it's possible it's a setting in Windows that the motherboard doesn't like.
