So I just want to put a new battery in my old cellphone that still works fine... And fix my broken electric toothbrush... Can't I just repair it myself?

Fix a small part of your car that broke? NO! You must buy a NEW car!
Replace the battery in your still good cellphone? NO! You must buy a NEW cellphone!
We will then say these things you have to constantly buy are "GREEN" and "ENVIRONMENTALLY FRIENDLY" so you BUY and CONSUME MORE with LESS GUILT.
Why KEEP something when you can just THROW IT AWAY and get a BRAND NEW one of that thing, then complain how poor you are? When you can instead EXCLAIM how ENRICHED you are with NEW STUFF?
Nobody wants vehicles or electronics that last a long time, because then you wouldn't be TRENDY, and random strangers will JUDGE YOU!

They did something similar with cannabis. NY "legalized" medical marijuana but made the licenses almost impossible to get and never opened more than a handful of dispensaries. At the same time, they mandated everyone who receives another prescription medication to undergo a yearly drug test, looking for cannabis. If you show positive for cannabis, you lose your prescription medications.
The best way to think of NY, is to assume the opposite of what you hear is true. If NY says they are passing "right to repair" assume they are making it impossible to repair, if NY says they are "legalizing cannabis" assume to be drug tested for cannabis everywhere you go. NY even "banned flavored vaping" to get rid of flavored JUUL, then made JUUL and disposable vapes, the only exception allowed to be sold.
Only buy phones that you can get administrative access to (jailbreak). Only buy phones with a removable lithium battery. Turn automatic updates off, and research the updates before installing them. Updates are how the phones are slowed down, forcing you to buy a new one, and the lack of administrative access (jailbreak) means the updates cannot be wiped.
I also figured out that every photo you take on a phone that cannot be jailbroke is saved to the operating system. That means nothing can actually be deleted. Also, the data is compressed in the operating system, so even if you fill your memory, the files keep getting compressed smaller in the operating system to save them. That means you cannot truly wipe your data to free up more space after a while. It will keep saving crap to the operating system files, reducing your overall storage space. Since you cannot get administrative access, you cannot actually delete the files. That means your phone will run slower over time, because more of your memory is being allocated to the operating system storage.
Jailbreakable phones are like $20-50 more expensive on budget phone models, but you'll get more years out of them. ;3

BTW, today I had my first and only smartphone I bought in 2015 repaired so I can keep using it. the Screen needed replacing because of burn out after so many years of successful use.
