PC problems...Again

Ok, to start, my PC has been having issues opening files or accessing them to run apps/games. Another noticeable issue is that my PC had been taking longer than expected to restart or boot up after a shutdown, software issue most likely. Now, my steam games I've downloaded multiple times onto my external hard drive, had issues accessing or pulling up the files until I switched USB ports, I don't know why it's acting up like that.
The next thing I have noticed was from my SAI art program, It was acting normal until when I tried opening artworks from other files on different drives. A side note, my ver. of SAI is a free trial ver. that I had gotten from a friend. "EXCEPTION_ACCESS_VIOLATION" was one of the two error codes SAI gave me whenever I tried opening files to select my artworks from the SAI File open option. It hadn't done this before, well ever until I looked through my files with the SAI open tool. In any case, I saved my original work on the Lombax girl art, and when I tried to open it later on in SAI, got another error, "Opening canvas failed" or something like that. After trying multiple things, the sai file wouldn't open and thus I had to go off a png file I had of the artwork when I finished inking it. Worst part started here though, as I tried to save the artwork into multiple different file forms via "save as" , I visibly saw my artwork USB drive files get corrupted on the "save as" window where you could pick where to save to. the file names became weird and random symbols or signs. I tried scanning and repairing the USB drive, but to no avail, all my saved artwork had been corrupted or made inaccessible.
After all of the things going on here, I've decided to take my PC to have it looked at, if not repaired. I'll be out from doing digital artworks in the mean time. However, I do have many traditional artworks I can upload in the off time.

Have you tried sfc /scannow to check for corrupt windows files?

I had a program called “sea-tools” for windows, it scans your dives as well storage devices for corrupted files.

Yea, reassuringly though, the guy at the pc repair shop gave me some leads as to what may be causing the problems and that it shouldn’t be that long of a fix.

This sounds like the issue I had with a game on Steam. Factorio wouldn't load a multiplayer server's map nor could it save my single-player game. The short answer was that the program was being denied access to its own files and I made an exception for my Steam folder in my AntiVirus to fix the problem.
