And we're off, on the 22nd adventure of Westersloe Winterbough, the Fifth of His Name, Master of Elfhame, and soldier-magick user in the service of the High King of Faerie.
We pick up not long after the point where "Speaking Volumes," the previous story, ended. It's still winter in the Vale of Elfhame, and the Master has been brooding. There's a few things, though, that can snap him out of it. One one small set of paws decides to do just that...

The exact injunction, as suggested by Gawain:
"I recommend that the Master of Elfhame be barred from using that recipe for any purpose whatsoever within the precincts of Albric Tor or Persoc Tor, or in any situation where he has reasonable cause to know that a member of the Royal Family will consume a foodstuff prepared from it. Punishment for violation to be loss of rank and privileges, and a term in the Royal Dunjon not exceeding a year. The King, and only the King, may lift this injunction."
As we will soon see, what's going to happen won't bust this.

Yep, that's how I read it. He's not forbidden to have skal, just not to cook it into anything where it's not readily identifiable anywhere near the capitals or any member of the Royal Family. If the Marshal wants it, he's allowed to order it in.
Though technically, if the Marshal wants to cook up a veggie pie with it, WW can't help.
