The exact injunction, as suggested by Gawain:
"I recommend that the Master of Elfhame be barred from using that recipe for any purpose whatsoever within the precincts of Albric Tor or Persoc Tor, or in any situation where he has reasonable cause to know that a member of the Royal Family will consume a foodstuff prepared from it. Punishment for violation to be loss of rank and privileges, and a term in the Royal Dunjon not exceeding a year. The King, and only the King, may lift this injunction."
As we will soon see, what's going to happen won't bust this.

Yep, that's how I read it. He's not forbidden to have skal, just not to cook it into anything where it's not readily identifiable anywhere near the capitals or any member of the Royal Family. If the Marshal wants it, he's allowed to order it in.
