I was thinking the same thing :O

I assumed after the publication of the first page that he had nightmares about the Boy Scout incident, and that he phoned Judy to discuss how he could overcome his inner demons like she had with Gideon. But the wording of the last speech bubble makes me think he dreamed about a world in which the conspirators won and Zootopia became a segregationist hellhole.

It's on the Art of Zootopia book. The original concept was that the predators in Zootopia are forced to wear shock collars.

I am deeply enjoying that the elements of the original artist's style are meshing so well with the characters so they do not have to be style-printed, they are perfectly organic and identifiable as they are. Superb job.
