Pokemon Usael- Setup Willpower and Skills
Again a lot more text dumps and I apologize for all of that. But I imagine how I'm handling combat will take at least one full page if not two and I want to do some pages building lore and world building a bit (just enough to help get a feel for what the comic will be like). And again more info dumping to help speed things along: there are two ways that a person will transform into their pokemon form. The first is to fail a Willpower roll. This happens whenever something would happen that could challenge their sense of humanity or embrace being a pokemon, or whatever. The second is during an Event. Periodically there will be an event. Basically every 2 to 4 in-universe days there will be an event. During this, a drug would be introduced into their food that forces the change quickly with no roll being made.
Going back to human is also two ways. First, once an event is finished, everyone will be given a candy that will make them very drowsy but turn them back to human. Also, if they earn enough from doing something notable or doing enough work, they can also buy a candy. Going to evolved form is also one of two ways. First, if in base pokemon form, Willpower Rolls are still made but no transformations will occur but instead another Willpower roll is immediately made again. But if Max Willpower ever gets to 0, they lose themselves to their pokemon nature, become their evolved form and effectively just become a wild pokemon until they are defeated and given a candy. The second option is basically a super saiyan mode. Where plot and whatnot ends up happening and a person is forced into a corner enough while in their base pokemon form that they just hulk out and engage the threat.
Also thinking of maybe making symbols for each of the stats. So when a roll is made, instead of typing out the stat in the comic or only put the results of rolls in the description I could do like a small symbol, like when rolling Strength I show a flexed bicep or something. And then could either just do Green Check/Red X over it, or give the actual roll on it. Either way, upcoming rolls will always be in the description. Thoughts?

Well when making the character you set the evolved form and that'll be the only evolved form they have (though they likely won't be getting it often. It's supposed to be rare after all). So you could have a fennekin that has a braixen evolved form. Meaning when they go evolved they only go to braixen, not delphox.
Eevee is somewhat of a tougher choice. In that you can choose any of the eeveelutions at character creation and that's the only one they turn into. So you could make someone be an Eevee-Espeon or something and they'll always turn into an espeon when they trigger their evolved form. Eevee characters are also in an odd spot in that since eevee is normal type, they won't really have much justification for ever using a special attack. Meaning they have to choose between gimping their human/base pokemon form by putting points into special when those two can't use special attacks or making Special a dump stat and then you get an espeon that has a pyschic attack that's barely more than a tickle.
As for Megas and whatnot, I'm going to probably veto gigantamaxing simply because it adds so much more work trying to draw a giant pokemon next to normal sized ones when I'm only spending like 20-30 minutes/panel. Or at least if i do do them it'll be because of plot specific reasons, not a defined evolved form. But Megas and anything else are fine. You could go Riolu into Mega Lucario and that'd be fine. Just keep in mind that there is no distinction in regards to stat scaling. That a caterpie into metapod would have the same 2x stat scaling as a charmander into mega charizard.
Mostly evolved form choices are for aesthetic reason, though effects from the evolved form would be added. Charmander - Mega Charizard would now be able to fly (though they'd probably suck at it at first) when evolved. Similarly, Eevee - Vaporeon would be able to swim and breath underwater when evolved. And a Fennekin into Braixen would gain the Psychic typing which means they could then start trying to read minds or lift objects telepathically when evolved. Stuff like that.
