Consortium 1-2: Chekov's Gun- Chapter 3
Now one thing to point out is that unlike many science fiction scenarios, Gates in the Consortium are their own separate thing when compared to how ships move otherwise. They are also extremely risky as a single misstep while using the Gates can result in the entire ship becoming lost. Most ships, even the Consortium's Corewards use more Warp technology, of bending space around the ship and moving that way. When entering a Gate, one is effectively put into an extra-dimensional space the Gates are able to access, where the speed of the ship is multiplied by one thousand times the speed of light. So this makes travel potentially extremely quick between systems with a Gate. But the only way to leave this space is also through a Gate, and if you miss the Gate then your ship is stuck unless it can manage to correct and find the gate again. But sending a message through a Gate is effectively instant.
The primary purpose of the station is for all of the races to have a central location that will track and monitor the location of every Coreward in the sector, so that all the member races can stay out of their way. Everything else was done secondary to that initial purpose. So naturally when a Coreward is changing directions, it is important for this station to know it. That is one of the terms of all the member races agreed to, that anyone knowing of a Coreward position or changing directions that it reports it to the station.
And finally we get to see the first interaction between Mige and Kinou. As I had said previously Kinou was not marked as being an important character, but when I decided to give him an actual role in the story, there was no way that Mige would not come to taunt him at some point. Especially since throwing Mige at Kinou actually ends up makes a lot of the plot lines further in move more smoothly.

The Coreward is the main ship from the Consortium. The Consortium as an empire is really fricken huge. They control like about 1/4 to 1/3 of the habitable systems in the galaxy. Everyone else is up to around only 100-200 square light years. They are super advanced compared to the other races. Like Foznetal has a condition that to have a delegate, you have to have supplied a warship. So Foznetal has a fleet of a bit over 100 warships at its disposal and the entire fleet might be able to take on a single Coreward. That's how stupidly more advanced the Corewards are. But the Consortium operate in a weird manner. They don't exactly conquer. Instead, the Corewards are their to monitor the colonies that broke off from the Consortium (the Fringe Worlds) don't try and steal any of the Consortium's technology and do a bit of mining to replenish supplies. The Consortium itself is mostly a non-threat if treated carefully. They don't attack if you don't attack or get in their way and mostly just ignore the other races unless someone is attempting to steal or study their technology, then they get angry.
Oh it get worse than that even. When their colonies are established they build it with all of the technology of the Consortium. So they start with all the comforts they are used to. They then have to pay taxes to the Consortium as long as they stay a part of it. They can declare themselves independent at any time and the Consortium will take absolutely no action to stop them and won't have to pay any taxes after that point. However, once they do so, if any Consortium tech malfunctions or breaks down, a Coreward will show up and just take it away. Meaning the only way they can keep whatever that technology was providing is to get it from one of the other nearby races or make it themselves. So even though they start from the Consortium, technologically speaking the Fringewards are actually the weakest of the factions since all their stuff is second-hand. Of course the colonies know this going in and will generally try and secure replacements for all the critical components before declaring independence.
But at the same time, this is entirely by design. By having the Fringewards effectively become weaker, no one is jealous of them. They're just people and not a threat as far as most other races are concerned. And with the threat of the Corewards if you even try to study the Consortium Tech, there is a very strong disincentive to attack them or disrupt their colonies to get at that tech. And once all the Consortium Tech has been removed, why bother attacking a system that has only second-hand equipment?
Honestly, as much of assholes the Consortium are in regards to how they behave with their technology, there is reason to that behavior and it maximizes the chances of the colonies being able to fully integrate with the other races of that sector unmolested.
But at the same time, this is entirely by design. By having the Fringewards effectively become weaker, no one is jealous of them. They're just people and not a threat as far as most other races are concerned. And with the threat of the Corewards if you even try to study the Consortium Tech, there is a very strong disincentive to attack them or disrupt their colonies to get at that tech. And once all the Consortium Tech has been removed, why bother attacking a system that has only second-hand equipment?
