Anyway, now that this page is done it should pick up a bit more and I apologize if it isn't entirely clear what's going on. But point is that no matter where they are in the US, and only in the US, they were drawn to a body of water where an unmanned boat is waiting for them.

The first number was the roll, the second number was adding in the base stats. If it would make more sense I can flip them a bit. Most of the time, though, the roll is only what's important as it shows how well they rolled. This allows for the behind-the-scenes rolls like skill adjustments and diminishing returns to take into effect without being too obvious about the values. But in areas where the end value is important for things like order, then I do need to have the total value listed.
