A couple of trainers ran past and informed me of some Rocket members terrorizing the area and thought it would make for a good bounty, even if I did have to share it a bit further. But seeing that it was you two who stepped in, I don’t think you’d mind if I kept your shares of the bounty on these people.”
“We didn’t jump into this fight for the money,” I complain.
“Oh, I know. I fully understand. I know full well what your motives were for stepping in. And if it was simply to spread your curse you’d have attacked the trainers. Instead you helped them get away and stayed behind to fight. It’s why I’m surprised you didn’t just run away once they were gone, unless your curse prevents you.”
My eyes narrow in response to his mentioning of the curse, but choose to not admit it right away. “She doesn’t know quick attack.”
“Ah, that would explain it. As for how I know, it really isn’t difficult to figure out. Very strong wild pokemon are very rare, especially in this area. It does happen, but trainers don’t typically release strong pokemon, let alone those pokemon staying close to society. Pokemon slowly turning shiny is extremely rare. I don’t even know how rare. But it’s notable. So a powerful pokemon that doesn’t normally show up in this area, doesn’t have a day job, one that’s slowly turning shiny and is only seen during a full moon? Doesn’t take much to put the pieces together, especially with that going on,” he says, pointing at the transforming Rocket member.

Well their design has been changing somewhat gradually between each part. Granted part of it might be mistaken for me getting much better at drawing even over such short periods of time (compare page 7 of BDH to page 7 of Night out, which is same action and only like 3 months apart from when I drew each).
On the original they were completely normal vulpix colorings. In Night Out, there were a lot of very small segments changed. Across the shoulders, top of the nose and ears, the bun part of the hair and tails and tip of the bangs. Now in BDH you have an almost T-shape across the back, the feet have changed color, half of the tails are changed, as is the entirety of the hair, outer part of the ear and muzzle. Even the eyes have changed colors slightly.
It was kind of hinted at when the woman in red mentioned that they'd become more desirable over time. Haven't decided yet if they becoming more shiny over time is just a werepokemon thing or a side effect of her gun, though it's not like you'd ever be able to tell on Michael anyway.
