3 & 4 : It might be Superluck, Virmir told the prince would be away, and he went away. It wasn't said anywhere but it seem likely than as long he/she "play along" the story bend to Virmir's words.
So Virmir probably only had to claim victory for the victory to happen.
Same with the army, if Virmir claim they have an army... now they do.
(After superluck can still decide to be a bitch, and like a bad ganie give him what he said...but not how he wanted )

It's a story, reality is malleable. Act within the general premise of the story, and you can clipboard your way to seizing the means of- narrative; just gotta improv like it was always part of the script.
If the story calls for them to have an army, they always had an army.
And if you say you 're going to review your army while acting within your defined role, in your loosely-defined character, then the story calls for you to have an army.
It's all about good improv.

I'm not sure which strategy Virmir is going for. It's either, "I will be as disruptive as I can, within the bounds of the contract, until they release me from their little fantasy world," or "I will be the queen and ruler, which means they must do what I say - and I say to release me."
Okay, so how I understand this: there are three different time scales in the contract for how ofthen cycles repeat:
1. for eternity
2. until the hive decides it is enough
3. until the hive ceases
Point one is not an option for Virmir, point 3 was actually his original goal of exterminating the Hive and point 2 will come naturally when aiming for point 3.
So it is only logically that Queen Virmir will lead the Hive to its destruction until it ceases, or they decide to release him from the contract... at which point he can continue exterminating them himself.

It depend if everything happennign so far is real or not.
Could be Virmir is trapped in some sort of smiluation and his aim is to break it/break out of it.
But if the reality warping was litteral, and than thoses actions are real, well as you've said leading the hive to its doom sound like a good plan.
