The bill would essentially be the upper mouth and nose, textured appropriately to simulate scales and inner mouth, thinking possibly faux leather 🤔. The top front of the hat would be the eyes, and the back would have 2 6inch horns and 2 8inch horns. Horn material something solid and not easily broken, coated with something to give it proper horn bone feel/texture. It wears like a hat but isn't a traditional billed hat. Was thinking vikings sometimes wore the bones of Animals and skulls on their heads like hats. That's where this idea came from, but it's just wearing the upper half of my sona selfs head instead. As if cut off at the jaw joints, and some kind of elastic adjustable strap to hold it in place
