I discovered what was causing all the problems with my tablet, and it was a bloody PICNIC error!
For those who don't know, PICNIC stands for:

Allow me to explain: today I was working on a Sketchtober picture to see if I can still work with the old tablet until I decide on and order a new tablet. The constant jitters, scrolling and radial menu popups proved frustrating, so I paused for a break and fiddled about with the buttons on the left side of the Intuos Pro.
When I got my first tablet (the Bamboo), it didn't have buttons so I got used to using the keyboard with my left hand while drawing with the stylus in my right. When the Bamboo was stolen and I got the Intuos Pro I continued with the keyboard and never bothered with the buttons on it for 10 years.
So now I was fiddling with the buttons, pressing to see what they did, usually nothing useful to me. Then I pushed one button and the word "Touch: Off" appeared on my screen. I didn't think much of it at first, and I resumed drawing with the tablet. Strangely, I noticed the issues I had wasn't happening at all. Then, I pushed that button again and "Touch: On" appeared. Immediately the issues happened. I turned the function off, and I finished the Sketchtober without any further problems.
That's right. All the problems, the frustrations and my search for solutions and seeking a new tablet was the result of me pushing a button by accident.
Not only that, the "Touch" button was a toggle that didn't change when I unplugged the tablet, so the issue didn't fix itself. It was only by chance that I discovered this.
So... at least now the problem has been solved and I can still use my old tablet, thankfully before I purchased a new tablet. At least now I have better knowledge about other tablets and tablet brands so that when the day comes that my tablet does actually kick the bucket and it isn't me being a massive mamparra, I can get a replacement quickly.
Still, thanks to everyone who offered help and advice! I do still appreciate it. ^^;

least you didnt order the new one yet.
I’d still recommend looking to replace in the next 2-5 years, and maybe start building up a ‘tablet replacement fund’.
(Also, I had to look up the word "mamparra." That's funny.) XD
