Pokemon Question: Who is more valuable?

The Happy Kangaskhan Chronicle So, I've been resetting my DS for several hours now.
I've been trying to capture Lugia using only 10 Dusk and 10 Ultra balls. I want to catch Lugia, but even if I knock it down to 1HP, Paralyze it, and reduce all its stats as low as they go, it STILL resists capture. I've been trying to think of ways to justify using my Masterball on a pokemon who you DON'T have to chase around the continent.
I decided, the only way I could possibly justify to myself to use a Master Ball on a Pokemon with a catch rate greater than 1% was if it were a shiny. I did this with Giratina back in the days of DP (before Platinum was announced, damn me). I spent three hours resetting my game repetitively till I got a shiny Giratina, then Master Ball'd it.
It's not hard to get shiny legendarys, if you have ASTOUNDING patience. So, to me, it begs the question: Who is more valuable? Shiny Legendarys, or Normal Shinies?
If I do get shiny Lugia, will he be considered 'rarer' than, say, a shiny Pidgey? Or just the opposite?
Just a question that has been bothering me some.
(btw, I have another Master Ball left over from Diamond, so I can always trade it over to catch any of the Legendary Dogs, which is another reason I decided to go ahead and gun for shiny Lugia)
