That sounds pretty ridiculous, but provided nothings missing and it's all usable, then at least the positive it eventually got there. Fedex (what was the carrier right?) should at least get another complaint from you for being so lax they either left it unattended at an apartment complex, or gave it to the wrong person though.

Nothining missing. The carrier was FedEx Smartpost, which is where the sender pays FedEx to send it in the mail. The delivery was ultimately a post office job. The only likely explanation that fits the facts is they put the box in a parcel locker and then put the key in the wrong mailbox.
