Tomorrow when the servers come back up the new 4th difficulty level will be open. I can't wait. :D
Also this game is soooo not coming to the West, Sega seriously just fired a bunch of employees in their USA division, so if you've been holding out defiantly for a western release just give up being stubborn and come play on the JP servers. We've made patches of our own to translate virtually everything in the game so you have no excuse to be lazy!

You may find it useful to translate the page, but there are handy registration guides available. You will need to make a Sega ID to log in with, and the only real hurdle to doing so is completing the captcha with katakana within a perhaps 1 minute window of allowance. While it is against the terms of service to play on Japan's servers, Sega has basically said they know we are there and will treat us as guests as long as we behave ourselves(China got itself IP banned for probably obvious reasons in verrrrry short order.)

This site has very handy update info and guides before most anywhere else that's in English, and unlike a forum it doesn't get buried.
English Patch Site
This is the site for the home location of the English Patch. If for whatever reason the tweaker I will link to down lower can't get the patch applied on its own correctly or has not been updated for the current version of PSO2, you can go here to get it. Just make sure it says it has been updated to be current with PSO or you could cause weird text errors or crashes. The patch files have to be pasted into the win32 folder in pso2's data folder, replacing the japanese text files located there.
You only really need the core english patch, but you can also do things like translate story mode as well with option, very large patches that are separate.
Other info:
Ship 2 (Ur) is the most active English ship. If you want to play with most of us, that's the place to go. Most English players are on block 20, but be prepared for a lot of dumb lobby rats and players who may not be very good at the game being there. Eventually you'll want to graduate to the more Japanese block to play with skilled English players and even the Japanese players if you're comfortable doing so.
Also, you must must MUST give Aida's tweaker a try. The tweaker lets you potentially scan PSO's files and update faster than Sega can, can download and properly apply the English patch for you, and can perform in-game translation of server side things like item names on the fly if you check a particular box. It also does things like file checks if you wish.

Things to look out for:
Gameguard updates will sometimes bluescreen your computer
When PSO2 starts to run it will rarely freeze your computer, forcing you to restart it
There was one case where the Sega patcher deleted some people's other files on their computer when attempting to patch PSO2 installations that were in places other than the standard directory. (the tweaker patches will never be able to cause such data loss)
If you can get through the registration process and emails the hardest part will be over. These days leveling enough to play in Very Hard Mode isn't too bad, so it's certainly not too late to jump into the game. :)
