Today, January 31st, is the New Year’s Day according to Chinese lunar calendar.
To some older fashioned Koreans, this is the real 'New Year's Day', opposed to Gregorian January first. Perhaps this is why my mother often says that my age is 26, not 25. But anyway,-

any equanox or solstice would suffice. the calander dominant today has not always been and won't always be.
not sure why jan-1 doesn't fall on the winter solstice. my guess some miscalculation got inshrined as tradition, the way such things usually do.
jan-31/feb-1 is as good a day as any. besides dragons and cabbages are fun, and mid winter is a better time for pyrotechnics then mid summer.
