Why do all of these bad things keep happening??

To add to the very long list of Bad Things we've been dealing with, one of my dogs was just attacked by the neighbor's pit bulls. It's been an ongoing problem--they jump their fence and go into the yard next to ours and attack our dogs through the chain links. We've reported it about six or seven times now but nothing ever gets done. Last time it happens they bit my jack russel, Kip, on the muzzle and gave him a couple of not-too-teribble wounds. The animal control office said there was nothing he could do about it because at that point the dogs were back in their own yards and no longer "at large."
This time, they got Kip much worse. He has very large puncture wounds at the base of his jaw (basically his neck) and bite marks pretty much all over his face. One of the puncture wounds went completely through to his mouth so that when the vet flushed his mouth the water came out through the puncture. He was out under general anesthesia and given stitches.
After I pried Kip out of the pit bull's mouth, she leapt the fence and went after our chihuahua, Spartacus. And the male joined her soon after. I was able to grab Spartacus in time to keep her from biting him, but got nipped in the hand by doing so. I threw Spartacus into the house and went back out to corral Kip inside while trying to keep the pit bulls away.
I kept the dogs in my yard until animal control showed up and they were taken away. The owners will be cited. That's it. Nothing more.
My dog bite was "provoked" because I was trying to protect my dogs, so nothing will be done about it.
The owners know what happened and have yet to even stop by to speak to us.
We took some quick pictures of the damage that was done to Kip and my hand. Quaylak put the camera on the trunk of the car while we spoke with the animal control officer. When she left to take Kip to the vet, she forgot about the camera. It fell off the car and she ran over it. Luckily the SD card seems to still be intact so we'll still have our evidence.
But, jesus. Can these things please stop now? Seriously... I've really had enough. In the span if about two months we've had SIX really bad things happen, including this incident.
Kip is currently done with surgery and headed home now. He'll have to eat soft food for a while and be given antibiotics and pain meds. I just hope he recovers quickly from this. These dogs are my children and I'm torn up enough about this happening. I don't know if I could deal with it if something goes wrong at this point. I'm very paranoid about things like infections, since a friend's dog recently had to be put down due to necrotizing faciatus from just a small scratch.
