I feel there must be a better way to handle these than "be online at exactly the right three minute period". :V
Or maybe letting people submit ideas and then taking the ones that interest you most from the lot. Granted, that means a bit more work on your end reading through them all, which if there's enough can be super time consuming.
I dunno, I just always feel miffed as a commissioner when decisions are made based on entirely arbitrary and unpredictable timing, and I lose the chance of throwing money at an artist as a result. :P
Even when I give heads up, I cannot be certain of the time I open every day. That's a lot of pressure and life happens. The last thing I want to do is make other people disappointed if I can't open in time.
I also rarely open for more than three slots. Why? Because that's the limit of what I feel I can get done and make steady progress on without overworking myself to complete things quickly or getting behind and owing people work once the money has already been spent. Some people can have larger queues, but I honestly can't.
As for people submitting ideas, I've done this sometimes and even done it via anonymous forms. There's just too much risk of favoritism. If someone's character design appeals to me, or worse; doesn't appeal to me, then the people who will end up getting to commission me will be biased no matter what I do.
I've also tried randomly selecting people from a list. That works alright, but it's a lot of work to set up. I also hate wasting people's time and getting their hopes up just to turn around and select other people.
The randomness of opening and taking first-come first-serve has worked the best for me in the long term, though I do understand your concerns. I get it, and I wish I could think of a good way to handle it, but ultimately it's not my fault that my slots are filled quickly.
The raffle idea is the best one, but it requires a lot more set-up and still runs the risk of people being annoyed at not being chosen.
