e621 is very strict about their tagging system. Which means if something isn't tagged well, a moderator has to come along and set all the appropriate tags.

This means that a moderator had to spend time out of his day applying every key word he could think by closely looking at Whitekitten's image. Judging by the tags, it was a rather intense picture.
