Future plans/vent

I don't vent often, my causes tend to be my own and I'll discuss them with friends when the subject comes up, but in general I'm quiet.
Then along comes the times when I feel like I want to speak out loud XD.
I posted a little over a year ago about a litter of kittens that were created in my garage, five little fuzzbutts I snarked <never could catch their mom>, and rehomed all, but two of. The little black twins ended up sticking with me as "failed fosters" with plans just to bring them back mainland. Well, orders came from Japan and there are limitations to how many animals I can bring with me so I have been struggling, researching, calling, e-mailing.. anything to find these guys a good home even if it means spending my own money to send them to US mainland.
Whats happened along the way has been disheartening. I've always known we have a very large pet excess. People don't fix their animals, dump them or they escape or were just "indoor/outdoor" ect. I've heard every argument there is from people who insist its ok to let cats be outside and unfixed. Quite honestly if thats your take, you're entitled to it, but Im not sorry if this posts offends you. You're wrong. I've joined numerous kitty groups in my recent efforts and the posts are.. overwelming. The insane amount of found litters, most of them diseased and or starving, the abuse cases from rando people tieing them up with wires, poisoning their food, locking them in kennels and leaving them to starve.. Just in the last WEEK.
Now this is not to bash the people who have outdoor "colonies" that have been responsibly fixed and are being fed. We can't home them all. I honestly dont even like the idea of TNR in its basic form, but I wouldnt have the heart to kill them either so I cant judge. We take of who we can how we can.
I've decided that when our military work is done and its finally time to have a permanent home of our own I plan on getting a converted cargo trailer to stick on my property and just create a kitty haven/rescue for as many furbutts as I can reasonably house. Probably start putting away a portion of my art money towards it and holding future goals when it looks like I can really pull it off.
Guess I need to start boning up on the legal logistics and whatnot XD
If any of you guys run rescues, professionally<?> foster, ect. Id love to pick your brain a little bit.

and I FEEELL you. haha. I have three cats aside from the two fosters. They just find me, only one is an actual adoption >:[
