Roko already shown that Quetz flying abilities are technically tricky to learn especially since they don’t fly like any other species we have seen. Brand being able fly and use Quetz power so quickly after body swap is definitely not norm.

I can easily see her giving a speech like that back when she and the other great warriors were fighting kono yarō kitsune as the Puppetmancer. What is left of Queen Vetra is far less heroic than Undyne on her worst day. Greedy, corrupt, petty, and evil. Rather like Lord Suzocon himself.
