I've been spending all my money to remodel my mother's new house, so I have nothing to spare to help her with this bill.

I have no idea why my mother didn't pay the bill, but her memory is getting getting really bad, and that might be what happened. She us also getting ready to be evicted from her rental due to non payment if her rent, which is another $400, and her new place is not ready for her to move in yet. It's not safe for her with her mobility problems.I didn't know that she had let it go this far or get this bad.
